Miami County courts to receive AV conferencing equipment

TROY — The Miami County Commissioners awarded a contract for Audio Video Conferencing equipment to the county’s 13 hearing rooms during their meeting on Tuesday, Aug. 27.

The commissioners awarded a contract with Justice AV Solutions (JAVS) Inc. of Louisville, Kentucky, after authorizing contract negotiations with said company at their meeting on May 28.

The cost of purchasing and installing the audio and video conferencing equipment is $1,020,132.47. $750,000 shall be paid from American Rescue Plan Act (ARPA) Fund 198 with the remaining balance of $270,132.47 to be paid from Fund 309.

The commissioners’ office will internally bill each department based on calculations computed according to the size and equipment needed per hearing room. A deposit of 25% is required at the time of ordering. Additionally, ongoing costs, paid annually, for maintenance is $640,506 for five years.

Stacy Smith, court administrator for the Miami County Common Pleas Court thanked the commissioners during the meeting.

“I’m here on behalf of the other departments involved in this project,” Smith said. “It’s been a long process over the last two years, but we finally have reached the finish line and appreciate all the support and assistance that you’ve offered us through this entire process.”

The commissioners also authorized and signed the following agreements for the Miami County Family and Children First Council (FCFC):

• An Early Intervention Local Outreach Funds Agreement with FCFC and the Ohio Department of Developmental Disabilities, services provided by Riverside of Miami County. The total grant amount is $8,779.

• An Agreement for Program Coordination Services between FCFC and the Tri-County Board of Recovery and Mental Health Services. The reimbursement under this agreement shall be $10,059 per quarter.

• An Agreement for Fiscal Services between the FCFC and the Tri-County Board of Recovery and Mental Health Services The reimbursement under this agreement shall be $2,490 per quarter.

All agreements are effective from July 1, 2024, through June 30, 2025.

In other business, the commissioners approved or authorized the following resolutions:

• A Memorandum of Understanding (MOU) for the provision of a school resource officer (SRO) to the Board of Education of Miami County Education Service Center (ESC) for the 2024/2025 school year as requested by Miami County Sheriff Duchak. The SRO will be scheduled on a 40-hour schedule, consistent with hours established for a normal school day. The Board of Education of Miami County ESC agrees to pay $118,740.16 to the Miami County Sheriff’s Office.

• To sign a change Order agreement with Vancon Inc., of Dayton for the Miami County Engineer Salt Storage Building Project, as requested by the County Engineer reflecting the deduction of the storm sewer work and including the installation of ice and water guard for said project, which increases to $6,988. The cost for said change order will be deducted from the Owner Contingency of $2,297, with the remaining amount ($4,691.00) to be added to the contract amount of the Agreement. The new contract sum including this change order is $1,409,324.

• To authorize the Miami County Assistant Sanitary Engineer to proceed with the sale of one obsolete 1991 Generator through GovDeals.com website with a link to said auction available on the County website home page: www.miamicountyohio.gov.

• The following employee requisitions for the Miami County Department of Job and Family Services: Three full-time social services caseworkers at a pay rate of $21.56 to $29.17 depending on qualifications (DOQ) due to the departure of Shelly Smith, and promotions of William Rice and Lauren Brubaker; a full-time child support case manager at a pay rate of $17.82 to $24.11 DOQ due to the promotion of Ali Rice.

At the end of the meeting, the commissioners opened bids for the Miami County Sheriff Tactical Vehicle Storage Project. The award for the bid was deferred for a future meeting.

The Commissioners announced they will attend the 20th annual All Agricultural Meeting and Banquet at the Lostcreek Reserve on Thursday, Aug. 29, beginning at 5:30 p.m.

Commissioner Wade Westfall was not at the meeting.
