Tipp City Council OKs various legislation

TIPP CITY — The Tipp City City Council adopted an ordinance during its May 6 meeting that would remove the requirement of a “super-majority,” determine the city’s participation in the Ohio Department of Transportation (ODOT) Road Salt Contracts awarded in 2024, and repeal a motion passed at the previous meeting.

The first matter of business at the May 6 council meeting was the ordinance modifying the city’s code regarding council’s review and decisions on zoning text and map amendments. Simply by passing the ordinance, City Council would remove the requirement for a two-third vote or “super-majority” to vote against recommendations made by the city’s planning board.

“It has been the administration’s opinion that having a board that has more authority than the council, should not have that type of authority to be able to have the council have to override their decision. You (council) are the ultimate decision makers of the city,” said City Manager Timothy Eggleston.

The ordinance to remove the super-majority requirement passed.

Next, council passed a resolution to authorize the Tipp City’s participation in the ODOT Road Salt Contracts. Authorizing Tipp City’s involvement allows the city to be a part of ODOT’s cooperative purchasing program. To participate, the city must purchase at least 90% of the road salt needed for the city. According to Eggleston, the city plans to purchase 400 tons of road salt for 2024.

The council then moved on to motions. At the April 15 meeting, a motion was passed to request a public hearing regarding the issuance of a liquor license. However, due to some confusion of council regarding which business was requesting the license and having to have evidence and reasons for questioning the issuance of the license, the previous motion was repealed. A new motion to not request a public hearing was passed. Lastly, a motion to not request a public hearing for any and all liquor license renewals in the city of Tipp City was passed unanimously.

According the Council Clerk Janice Bates this is an annual blanket approval of any and all approvals council already has for liquor permits in the city.

In other business, City Council heard the first reading of an ordinance to change the zoning classification of inlot 4671, located at 4155 Peters Road from a conservation district interim to a conservation district permanent. This ordinance is the completion of the project on the property for the new substation.
