Troy Planning Commission OKs two residential rezoning requests

TROY — The city of Troy’s Planning Commission reviewed multiple annexation requests and two rezoning requests for residential development last Wednesday.

The rezoning requests will be presented to Troy City Council after a committee meeting is scheduled. As of press time, a committee meeting date has not been set.

Before reviewing all the requests, Chairman Al Kappers asked why the applicants stated “City of Troy” and not the owner’s name. Planning and Zoning manager Tim Davis said the city contacted the owners and recommended the zoning for their parcels of land. Davis said all landowners received letters and all agreed to the zoning recommendations or modification of the recommendations. Davis did say not all Riverside Drive residents responded, but the majority did agree to the zoning recommendation.

LYTLE ROAD PROPERTY SEEKS RESIDENTIAL ZONING

The commissioner reviewed the rezoning request for an annexed parcel along Lytle Road from city-administered county zoning to city zoning of R-5 single-family residential district. The owner is First Troy Corp LLC and the applicant is the city of Troy. The parcel is 55.8 acres and is located north of the Mid-County Church of Christ property.

R-5 single-family residence districts are designed for single-family dwellings on lots with areas of at least 6,000 square feet per dwelling unit. The land was once proposed to be a planned development industrial area but currently deemed its best use is residential, according to the report.

Commission member Larry Wolke said he was concerned with change of zoning to residential and not having industrial use land available for economic development. Davis said the city was denied an interchange from the Interstate in that area twice and if a company or industrial company used the site, trucks and traffic would use the Westbrook neighborhood to access the site.

Director of Public Service and Safety Patrick Titterington said, while the city’s main goal is economic development, the city needs affordable housing to attract workers to the community as well. Titterington also said the city recently partnered with the Troy Development Council to purchase 73 acres of industrial land next to the Pella Corp along I-75 on Experiment Farm Road.

Titterington said the cost to improve Lytle Road to be able to handle industrial traffic would be cost-prohibitive.

Wolke said he understands the argument regarding traffic going through Westbrook in this particular rezoning issue. Commission voted not to hold its own public hearing. The commission voted to provide city council with a positive recommendation, although Wolke and Kappers voted “reluctantly” to provide a positive recommendation.

EAST TROY-URBANA PROPERTY SEEKS RESIDENTIAL ZONING

The commission reviewed the rezoning request for the annexed parcel at East Troy Urbana Road from city-administered county zoning to city zoning of R-3B single-family residential district. The 83.226-acre parcel is located east of the Hunters Ridge subdivision. The R-3B zoning district is designed to accommodate single-family dwellings on lot areas of at least 12,000 square feet per lot. The report stated the proposed R-3B zoning district is less dense than the existing Hunters Ridge subdivision located in the R-4 Single-Family Residential zoning district to the west. The applicant was the city of Troy and the owner is Liberty Lot Sales.

Kappers asked why the residential zoning districts were different from Hunters Ridge and the proposed district. City staff said the bigger lots sizers were to act as a “buffer” between the more dense residential area and the agriculture zoning.

The following rezoning requests were also reviewed. All rezoning issues were approved by the commission to not hold their own public hearing and all will have a positive recommendation from the commission to city council:

• Rezoning request for 16 parcels from county zoning to city zoning of R-4 single-family residential located on Riverside Drive. Property owners were notified by city officials.

• Rezoning request for the annexed parcel at 1103 Washington Road from city-administered county zoning to city zoning of R-4 Single Family Residential. The owner is Gregory Heilers and the applicant is the city of Troy.

• Rezoning request for the annexed parcel at 2900 McKaig Road from city-administered county zoning to city zoning of R-3B single-family residential district. The owner is Craig Dubose and the applicant is the city of Troy.

• Rezoning request for the annexed two parcels at 2765 McKaig Road from city-administered county zoning to city zoning of R-4 single-family residential district. The owner is Linda Rocco and the applicant is the city of Troy.

• Rezoning request for the annexed 19-acre parcel at 2811 State Route 718 from city-administered county zoning to city zoning of R-4 single-family residential district. The owner is Troy City Schools and the applicant is the city of Troy.

• Rezoning request for the annexed parcel at 554 Staunton Road from city-administered county zoning to city zoning of WO Wellhead Operation district. The owner is city of Troy. The property is located north of the Miami Shores Golf Course and is used as a driving range.
