City of Troy receives $6M for wastewater treatment plant

TROY — The city of Troy has been awarded a $6 million grant from the state of Ohio to expand the Troy Wastewater Treatment Plant.

The funds will go toward the Wastewater Treatment Plant Expansion Project, a $11.8 million initiative to increase capacity and replace outdated equipment. The grant funding comes from Ohio Gov. Mike DeWine’s Ohio BUILDS (Broadband, Utilities, and Infrastructure for Local Development Success) water infrastructure grant program, administered through the Ohio Department of Development.

“These funds are a huge assist to the city of Troy as we expand the capabilities of our wastewater treatment plant, which currently treats around 5.5 million gallons of water each day,” Troy Mayor Robin Oda said in a press release. “It is an essential part of our infrastructure and this expansion will allow it to continue doing its job effectively and efficiently, while enabling us to keep up with the future development and growth of our community.”

“We are grateful to Gov. DeWine, the state legislature and the Ohio Department of Development, for awarding this grant to the city of Troy,” she said. “I would also like to thank Nikki Reese, our Community Development Manager, for her work in searching out and applying for this grant.”

The project will provide needed replacement for major components of the treatment plant, some of which are nearly 50 years old and past their planned useful life. In addition, a third aeration tank will increase plant capacity, and the addition of new nutrient removal technology will help reduce nitrogen and phosphorus more efficiently. These upgrades will help the plant keep up with increased development, and ensure that the wastewater treatment plant continues to adhere to Ohio EPA ammonia and phosphorous limits.

The Wastewater Treatment Plant Expansion is one of 90 projects receiving state grants to address critical water and wastewater infrastructure projects in Ohio communities awarded as part of the current round of funding. Since the Ohio BUILDS program opened in 2021, nearly $500 million has been awarded to 343 projects within the state.

The Wastewater Treatment Plant Expansion Project began in November 2022, and is slated for completion at the beginning of 2025.
